Legal Study on Countermeasures of Trafficking in Persons in the Context of Accepting Illegal Migrant Workers

Trafficking in persons through the non-procedural recruitment of migrant workers is still a problem because it involves unauthorized parties and increases the risk of exploitation. This study aims to examine the prevention of human trafficking in the context of accepting illegal migrant workers in Cirebon Regency. The research used a normative juridical method with a legislative approach. Techniques for collecting legal materials through literature studies, as well as observations at the Cirebon Regency Manpower Office. Law Number 21 of 2007 is the legal basis for the eradication of human trafficking, while Law Number 18 of 2017 regulates the protection and placement of Indonesian Migrant Workers. The results of the study show that Cirebon Regency does not have special regulations regarding the prevention and handling of the recruitment and departure of prospective migrant workers by brokers or individuals. Therefore, local governments need to establish special regulations, strengthen supervision, and increase public understanding so that prospective migrant workers use official channels. This step is necessary to prevent illegal trafficking from the early stages and reduce the possibility of exploitation of migrant workers working abroad.
