Abstract

The Operational Feasibility Certificate (Sertifikat Laik Operasi/SLO) is a mandatory document required by Indonesian regulations before a new or renovated electrical installation can be connected to the PLN distribution network. This research presents a feasibility assessment of a single-phase (1-phase, 220V/50Hz) electrical installation against the requirements of PUIL 2011 (Persyaratan Umum Instalasi Listrik) and applicable Ministerial Regulations. The assessment covered three aspects: load calculation adequacy, wiring and cable sizing compliance, and protective device and grounding system performance. A total of 50 inspection items were evaluated. Results indicate that 68% of items were fully compliant, while 22% showed minor non-conformances and 10% showed major non-conformances requiring rectification prior to SLO issuance. The dominant non-conformance categories were inadequate grounding resistance and undersized branch circuit conductors. Corrective actions are proposed to bring the installation into full compliance. This study provides a systematic approach for pre-inspection feasibility assessment applicable to similar residential and small commercial single-phase installations.
